28th Amendment

In order to establish and maintain open and accountable government throughout the United States:

First, in the interest of open government, all elected officeholders in the legislative and executive branches of all federal, state and local governments, and all ballot candidates for such offices are required to be equipped with video camera and microphone to capture and record all conversations and oral statements concerning public business. Recordings of all such conversations and statements, and true copies of all written communications concerning public business which are sent or received-and-read by the officeholder or ballot candidate shall be immediately archived and made available to the public on a federal government website established by Congress.

Secondly, in the interest of accountable government, every 14 days all such officeholders and ballot candidates shall be required to appear on television for a live, 30-minute conversation with a constituent who is a registered voter, or that voter’s appointed proxy spokesperson. The voter shall be chosen by lot from among all registered voters who volunteer their names. Eligibility as voter or proxy shall be established by voluntary registration upon separate voter and proxy lists maintained for each current officeholder and ballot candidate. No registered voter or proxy may participate in any such conversation more than once every 12 months. During such conversations each participant shall have the option to insist upon speaking for at least 15 minutes. Recordings of all such televised conversations shall be immediately archived on the federal website.

Any willful failure to comply with these requirements shall constitute cause for removal from office or the ballot. The Congress shall enact such laws as may be necessary to establish and operate these procedures.
